Volgograd Conservatory named after P.A. Serebryakova is one of the youngest higher educational institutions of the Russian Federation. The Conservatory appeared in 1996 on the basis of the oldest educational institution of musical art in Russia. Tsaritsin's music classes, opened in 1911 by the decision of the Imperial Russian Musical Society, in 1917 were transformed into the Tsaritsyn Music School. From 1941 to 1956, the school terminates because of military events. In 1961 the Stalingrad Musical College resumed its work. In 1963 it became the Volgograd School of Arts.        By the resolution of the Council of Ministers of the RSFSR (No. 783-r of 30.08.89) and the order of the USSR Ministry of Culture (No. 806 of 07.09.89) Volgograd College of Arts was named after People's Artist of the USSR Pavel Alekseevich Serebryakov, one of his first graduates.        Decree of the Head of the Administration of Volgograd (No. 520-p of August 31, 1994) Volgograd Municipal School of Arts named after P.A. Serebryakova was reorganized into the Volgograd Higher Municipal College of Arts (College of Arts) named after P.A. Serebryakova.        By the decision of the Head of the Administration of Volgograd (No. 778 of 04.10.96), the institution was renamed the Volgograd Municipal Institute of Arts named after P.A. Serebryakova.        By resolution of the Volgograd Administration dated 06.12.2001 № 4078 the university was renamed into the Municipal Educational Institution of Higher Professional Education "Volgograd Art Institute named after P.A. Serebryakov. "        Decree of the Administration of Volgograd on June 28, 2013 № 1131 Volgograd Institute of Arts named after P.A. Serebryakov was renamed into the Municipal Educational Institution of Higher Professional Education "Volgograd Conservatory (Institute) named after P.A. Serebryakov. "
