Universiteti "Pavarësia", krijuar me 2009 pas Vendimit te Këshillit te Ministrave Nr. 279 date 12.03.2009, vjen në hapësirën universitare shqiptare e atë europiane me një një mision të qartë dhe një identitet të mirëprojektuar : Synon të jetë vendi ku formohen profesionalisht dhe ndërtojne bazat e së ardhmes gjithë ata studentë që kërkojne arsim cilesor , ne te njejten kohe paraqet nje vlere te shtuar intelektuale, kulturore e qytetarie në rajon. I përbere nga dy Fakultete: Fakulteti i Ekonomisë dhe Shkencave Shoqërore, Universiteti Pavarësia Vlorë Fakulteti i Shkencave të Aplikuara, Universiteti Pavarësia Vlorë oferta studimore e Universitetit "Pavarësia" prezantohet jo vetëm e pasur dhe e diversifikuar në tituj diplomash dhe fusha studimi , pasi operon në të dy ciklet e studimit, Bachelor dhe Master (Profesional dhe Shkencor), por në të njëjtën kohë bëhet garant për punësim e zhvillim të sigurt të të diplomuarve të vet. Universiteti "Pavarësia" zhvillon veprimtarinë e tij konform ligjit Nr 9741, datë 21.5.2007 ndryshuar me ligjin Nr.9832, datë 12.11.2007 për "Arsimin e Lartë në Republikën e Shqipërise".
