About the university
At the beginning of the twentieth century, Vitebsk province did not have pedagogical educational institutions for the training of teachers of incomplete secondary schools. In 1908 in the entire Vilnius educational district was the Vilensk Teachers' Institute, which annually produced 30 teachers for higher primary schools. Units of them fell into the Vitebsk province. The Vilno Teachers' Training Institute was not able to provide sufficient training for teachers. At that time, 75% of the adult population of Vitebsk province was illiterate. Polotsk Teacher's Seminary (opened in 1892), Vitebsk Diocesan School and Vitebsk Women's Gymnasium were prepared for primary teachers' schools. In addition, since 1906 the training of male teachers for zemstvo schools began at two-year pedagogical courses under the Vitebsk First Primary School. Educational staff for secondary schools in Vitebsk province was prepared by the educational institutions of Russia - the Moscow and Petersburg universities, the Institute of Noble Maidens, etc. In total, there were about 1800 teachers in Vitebsk province, of them about 150 people with higher education.
