Now the college has to become a manager of the local culture and must pursue an open policy in which local citizens and local residents are encouraged to open various civic classes, open libraries, and use facilities as a base for lifelong education. However, from the viewpoint of mobility and flexibility of college operation, the smaller the scale, the easier it is for the achievements of the reform to be reflected in concrete form.
