Heilongjiang Traffic Vocational and Technical College, located in Qiqihar City, Heilongjiang Province , was founded in 1946, is approved by the Heilongjiang provincial government, the Ministry of Education for the record of a public full-time ordinary colleges and universities, under the Heilongjiang Provincial Department of Education.
