About the university
At the threshold of the nineteenth century, was born the concern to create a Nautical School. On May 10, 1802, the Second Royal Consul of Caracas, Francisco Javier de Longa, proposed to the Governing Board of the Consulate to study the possibility of establishing a Nautical School to instruct the youth. The Consulate decided that it was not feasible at that time to establish such a school. Subsequently, on November 10, 1809, Captain General Vicente Emparan, together with the commander of the Puerto Cabello naval station, proposed to the Consulate to build a Nautical School similar to those founded by the Spanish consulates.
