"Andrei Şaguna" University acquired legal personality on 15 May 1992, being the first non-profit private higher education institution established in the South-East of the country and accredited as a private law and public utility legal entity, part of the System National Education, through Law 116/2005.  "Andrei Şaguna" University, the only private university accredited in Dobrogea, has been preparing for 20 years elite specialists through a high-quality and high-quality education program, recognized at national and international level, all of its 13 specializations. The number of students has constantly increased through the development of new specializations, in direct correlation with the increase of the number of titular teachers and the enrichment of the patrimony. The bachelor's examination is held at the headquarters of "Andrei Şaguna" University, since the first graduate promotion. The average perceived license rate is over 85% and the insertion rate on the labor market is around 65-75% per year. The leadership of Andrei Şaguna University has given a special attention to the selection, training and promotion of teaching staff since the establishment, so that now, after organizing 17 contests for teaching, more than 60% of the teaching staff are employed With the baseline, out of which 34% are lecturers and university professors. Over 80% of the teaching staff are Doctors of Science or PhD students.
