About the university
On the basis of the "Regulations on the management of public utilities", adopted at a joint meeting of the Council of People's Commissars of Ukraine and the chairmen of the regional executive committees on July 12, 1922, it was decided to establish the All-Ukrainian Technical School of Communal Economy in Kharkiv. The decision of the VUTSIK of November 22, 1922 on the enactment of the Code of National Education Laws recognized: "Technical schools are the highest school, which prepares employees of the highest qualification of a certain narrow branch of the national economy and state construction." The WTTC was reorganized, and the existing list of students was transferred to the Evening Workers Technical School of National Economy (VRTH), where the School of Public Utilities was opened. The resolution of the commission on the merger of the Technical School of the Communal Economy with the Evening Workers' Technical School of the National Economy of July 14, 1924 says: "To recognize the possible opening of the Public Utilities Department at the VRTH, while preserving the structure of this technical school."
