According to the Resolution of the Central Election Commission and the Council of People's Commissars of the USSR of July 23, 1930, No. 4/237, the Odessa Institute of Communication Engineers (OIIS) was established on the basis of the Electrical Engineering Faculty of the PSI. The educational institution was located in the Komsomolskaya (former Staroportofrankovskaya) street in the building of the Higher Electrotechnical School and the former school two-story building. In 1930-1931 the latter was built on two floors and it became the academic building of the Institute, and later - the laboratory building. The director of ONIS was appointed SD Yasinovskii, who was dean of the Electrical Engineering Faculty of the PSI. The first issue of the Institute was held in 1931. From 1931 to 1937, all educational institutions of communication of Odessa - OIIS, communication school and school FZO, were the so-called communications plant. In 1937 the institute was headed by Vladimir Andreevich Nadezhdin. Since the beginning of the Great Patriotic War, many teachers and students have voluntarily joined the ranks of the fighter battalion, which carried out patrol duty in Odessa. Graduates of the so-called "military" groups of the Institute, whose training was carried out under special programs even before the war, joined the ranks of the Red Army as commanders of communications units.
